Registers of Representative, Group and Collective Actions

Transparency is a structural pillar of modern systems of collective redress. In the wake of the implementation of the Directive (EU) 2020/1828 on representative actions for the protection of the collective interests of consumers, or before, several Member States have established dedicated public registers designed to ensure visibility, legal certainty and procedural coordination in collective proceedings.

These registers serve multiple functions. They enhance access to justice by informing potential claimants of pending representative actions; they promote procedural economy by reducing the risk of parallel or duplicative litigation; they provide transparency as to the identity and standing of qualified entities; and they facilitate cross-border cooperation within the European judicial area. In certain jurisdictions, registration constitutes a procedural prerequisite for admissibility; in others, it operates as a transparency and information mechanism vis-à-vis consumers and market operators.

Within this section of the Observatory’s website, readers will find a structured presentation of the collective redress registers currently established in the following jurisdictions:

By centralising and analysing these national registers, the Observatory seeks to contribute to a coherent and informed understanding of collective litigation infrastructure across Europe, thereby supporting judges, practitioners, academics, qualified entities and litigation funders engaged in representative and group actions.
