Registers
Public registers documenting collective actions serve important functions in ensuring transparency and procedural coordination. Directive (EU) 2020/1828 on representative actions for the protection of the collective interests of consumers (RAD) provides for two types of registers: national registers of qualified entities designated in advance for bringing domestic representative actions under Article 5(2), and voluntary electronic databases providing information on ongoing and concluded representative actions under Article 14(1). The majority of EU Member States have established at least one form of register under this framework. France established a public register of group actions through Decree No 2025-734 of 30 July 2025, transposing the RAD, which is maintained on the Ministry of Justice website. It tracks all group actions brought on the basis of Article 16 of the law of 30 April 2025, including pending, closed, and withdrawn actions, with details of parties, alleged breaches, and outcomes.
This section presents national registers established by EU Member States pursuant to the RAD, the Observatory’s documentation of French group actions, and collective action lists maintained in selected third countries, including the United Kingdom and Canada. However, many jurisdictions have not yet adopted official centralised registers.
